To determine if a system restart is required:
Add the /L*v switch to the command line to create a log file when performing a silent mode MSI installation.
Search for entries that indicate a system reboot is required. Use these keywords in the search: system restart and reboot. Examples:

MSI (s) (EC:A0) [16:38:48:595]: The Windows Installer initiated a system restart to complete or continue the configuration of Systems Management Agent.
